Similar fines are being threatened for failure to upload an image to the San Diego MLS within the first 24 hours after the MLS listing is posted. Now they are adding fields that require immediate update if there is an accepted offer pending lender approval of a short sale, and also for multiple offers received pending lender approval. The problem all around seems to be that enforcement is lax. I don't think the threat of fines improves anything without enforcement.

The San Diego MLS is stating a 24-hour requirement for status changes.
